Background:  Current statutes and Washington Administrative Code define street rods, kit cars and homemade vehicles as vehicles that have been modified from or are something other than a normal manufacturer built vehicle.

 

Street rods, kit cars and homemade vehicles have special title and registration procedures to meet their needs.  In addition, street rods and kit cars do not have to meet the hood and bumper requirements of a standard manufactured vehicle.

 

Summary of Bill:  A custom-built vehicle is defined as a passenger car or light truck that is custom-designed and fabricated by the owner for his or her own use, and does not include any major body parts from a manufactured vehicle or produced for a manufactured vehicle.

 

For titling and registration purposes, a custom-built vehicle is considered a homemade vehicle.

 

Hoods and bumpers are optional equipment on custom-built vehicles, as well as street rods and kit vehicles.

 

Appropriation:  None.

 

Fiscal Note:  Available.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.

 

Testimony For:  I recently completed my first homebuilt car that I was working on for six years.  I only know of one other homebuilt car.  A homebuilt car should have the same provisions in statute that a kit car and a street rod have.
