Background:  The Office of Financial Management (OFM) determines the population of each county annually as of April 1 of each year.  OFM also determines the percentage increase in population for each county over the preceding ten-year period, as of April 1.  At least once every five years or upon the availability of a decennial census data, whichever is later, OFM prepares 20-year growth management planning population projections for each county that adopts a comprehensive plan under the Growth Management Act and reviews these projections with the counties and cities in those counties before final adoption.

 

Summary of Bill:  The Office of Financial Management's 20-year growth management population projections must be accompanied by a statement from the director, in consultation with appropriate state agencies and officials, stating that adequate water supplies exist or will be available to serve the projected population.

 

Appropriation:  None.

 

Fiscal Note:  Requested on January 23, 2002.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.
