Background: On July 28, 2000, Lieutenant J.G. Scott Walter Kinkele was shot and killed while driving his car on Highway 20. Lieutenant Kinkele was a graduate of the Naval Academy at Annapolis and graduated at the top of his class at the aviation warfare school at NAS Whidbey.
Summary of Substitute Bill: The Department of Transportation is requested to erect a memorial to Lieutenant J.G. Kinkele at the location on Highway 20 where the lieutenant was killed.
Substitute Bill Compared to Original Bill: The original bill asks The Department of Transportation to erect a memorial at the location of the accident. The substitute asks the Department of Transportation to allow a memorial to be erected in the vicinity of the accident.
Appropriation: None.
Fiscal Note: Not requested.
Effective Date: Ninety days after adjournment of session in which bill is passed.
Testimony For: A memorial for Lieutenant J.G. Scott Walter Kinkele would serve as a reminder for all to be the best citizens we can be. It would be a great asset to the community to commemorate such a great man. A Marine unit is willing to provide the equipment and work necessary and the materials can probably be raised. It could be done with only engineering costs from the state. Concerns: A memorial at that sight is a safety concern for people stopping. There is an alternate site within a mile of the location.
