Creating a joint select committee on taxation of nonresidents by Oregon and Washington.


    WHEREAS, Many residents of the State of Washington work at jobs located in Oregon and many residents of the State of Oregon work at jobs located in Washington; and

    WHEREAS, These workers contribute significantly to the vitality of the Washington and Oregon economies; and

    WHEREAS, The states of Washington and Oregon have chosen greatly different tax systems; and

    WHEREAS, Equitable treatment of citizens, whether citizens of Washington or Oregon, is a fundamental value respected by the legislatures of Washington and Oregon;

    NOW, THEREFORE, BE IT RESOLVED, By the House of Representatives, the Senate concurring, That a Washington and Oregon joint select committee be established to review the contribution Washington residents make to the Oregon economy, the contribution Oregon residents make to the Washington economy, the amount of taxes paid by Washington residents to Oregon, the amount of taxes paid by Oregon residents to Washington, the cost of services provided to Washington residents by Oregon, and the cost of services provided to Oregon residents by Washington; and

    BE IT FURTHER RESOLVED, That the committee consist of eight legislators representing districts bordering Oregon, with four members of the Senate, two from the largest caucus and two from the next largest caucus, to be appointed by the President of the Senate; and four members of the House of Representatives, two from each of the two largest caucuses, to be appointed by the Co-Speakers of the House of Representatives; and four members of the public representing areas bordering Oregon, two appointed by the President of the Senate and two appointed by the Co-Speakers of the House of Representatives; and that the legislature of Oregon be requested to similarly select twelve members; and

    BE IT FURTHER RESOLVED, That the Co-Speakers of the House of Representatives and the President of the Senate shall designate Washington cochairs of the committee, the expenses of the Washington committee members shall be paid by the legislature under chapter 44.04 RCW, staff support for the committee shall be provided by Senate committee services and the House of Representatives office of program research as mutually agreed by the cochairs of the joint select committee, and the committee may also use the research services provided to the legislature by the department of revenue under RCW 82.01.060(4); and

    BE IT FURTHER RESOLVED, That the committee meet at least twice and that the members representing the state of Washington shall report to the legislature by the beginning of the regular legislative session in 2002; and

    BE IT FURTHER RESOLVED, That copies of this resolution be immediately transmitted to the Honorable John Kitzhaber, Governor of the State of Oregon, the President of the Senate and the Speaker of the House of Representatives of the State of Oregon, and each member of the Legislature of the State of Oregon.
