     Declares that the vehicle use permit is issued in the form of a decal, and one decal shall be issued at no charge with each annual saltwater, freshwater, combination, small game hunting, big game hunting, and trapping license issued by the department.

     Declares that the penalty for failure to display or improper display of the decal is sixty-six dollars.  This penalty must be reduced to thirty dollars if the violator provides proof to the department that he or she purchased a decal within thirty days after receiving the notice of violation.
