HB 2145 - DIGEST

     Declares that, except as otherwise provided, no vehicle license number plates or certificate of license registration, whether original issues or duplicates, and no renewed vehicle license may be issued by the department unless the applicant possesses a valid driver's license.  In the case of joint application by more than one person, each applicant must possess a valid driver's license.
