     Directs the department of general administration, other state agencies, and local government units to investigate all opportunities to aggregate their purchasing power for the purpose of making clean technologies available to themselves and their constituencies.  This must include, but not necessarily be limited to, the purchase of electricity generated from a solar or wind source.
