(DIGEST AS ENACTED)

     Amends RCW 70.48.090 to delete the requirement that interlocal agreements may only be made between counties and cities located within the boundaries of the county.

     Provides that a jurisdiction that confines persons prior to conviction in a jail in another county is responsible for providing private telephone, video-conferencing, or in-person contact between the defendant and his or her public defense counsel.
