HJR 4206 - DIGEST

     Requires the legislature to establish by statute a method for determining whether a measure initiated by the people has a substantial fiscal impact on the state or on any local government.  If a measure initiated by the people is determined to have a substantial fiscal impact, then the measure takes effect and becomes the law if it is approved by sixty percent of the votes cast thereon.
