On page 2, line 6, strike "Yakima" and insert "Spokane"

EFFECT: Adds King, Pierce, Snohomish and Spokane counties as additional counties (in addition to Thurston) where a declaratory judgment action challenging the validity of a rule may be filed and removes the addition of Yakima county as a place where these actions may be filed.
