   On page 2, line 15, after "organization." insert ""Encourage or discourage unionization" includes an employer agreeing to a union security provision in a collective bargaining agreement covering a bargaining unit of employees who provide services under a program or contract funded with state funds."

   On page 5, line 24, after "agreement" insert ", except that nothing in this subsection allows an employer to agree to a union security provision in a collective bargaining agreement covering a bargaining unit of employees who provide services under a program or contract funded with state funds"

EFFECT: Adds that "encouraging or discouraging unionization" includes an employer agreeing to a union security provision in a collective bargaining agreement covering employees who provide services under a program or contract funded with state funds.
