            On page 4, after line 6, insert the following:

            "(10) For purposes of this section, "private party transaction" means a transaction in which a vehicle is being sold by the registered owner to a private buyer, and does not include any vehicle sale transactions executed by a licensed business."

         EFFECT: Defines the term "private party transaction" as a transaction in which a vehicle is being sold by the registered owner to a private buyer, and does not include any vehicle sale transactions executed by a licensed business.
