On page 2, line 30, after "(4)" insert "The state recognizes as one of its paramount duties the assurance of the fundamental and essential right of its residents to have access to waters of the state so they may enjoy fully the benefits and privileges of living, working, and recreating in the state. Therefore, the state declares that all agencies and departments of the state, all of its subagencies, including city and county governments, shall work in a concerted effort to increase substantially the number of approved new water right permits so that no resident is lacking in his or her ability to live, work, recreate, and ultimately dwell in any city, county, or area of the state.

Renumber the remaining subsections consecutively and correct any internal references accordingly.

EFFECT: Recognizes that one of the paramount duties of the state is to assure its residents access to waters for living, working, and recreating and directs state agencies to work to increase substantially the number of approved new water right permits.
