   On page 7, line 6, after "shall" insert "develop a plan to"

   On page 7, line 11, after "caregiver." insert "The department shall present the plan to the legislature for approval prior to implementation."

EFFECT: Requires the department to develop a plan to identify priority populations based upon assessed need and that the department shall present the plan to the legislature for approval prior to implementation.
