   On page 149, line 21, after "act." insert the following "With the exception of a maximum of one percent of the funding that is provided for state administration, funding for the 2004-05 school year shall be distributed to school districts and state agencies under guidelines approved by the professional educator standards board."

EFFECT: With the exception of one percent of the funding that is provided for state administration, Title II funds for the 2004-05 school year will be distributed to school districts, the Superintendent of Public Instruction, and the Higher Education Coordinating Board based on guidelines adopted by the Professional Educator Standards Board.

FISCAL IMPACT: None.
