   On page 1, beginning on line 12, after "into" strike the remainder of the sentence and insert "personal services, purchased services, and civil service contracts."

EFFECT: Clarifies in the intent section that the prohibition on services under certain state contracts being performed at locations outside the U.S. applies only to state personal services, purchased services, and civil service contracts.
