   On page 1, line 23 of the amendment, after "standards." insert "Nothing in this subsection limits the department's authority to impose civil penalties under RCW 90.48.144 for violations of this chapter or any regulations adopted under this chapter."

EFFECT: Specifies the provision allowing the use of voluntary, incentive based methods does not limit the Department of Ecology's authority to impose civil penalties under water pollution control statutes.
