On page 2, after line 15, insert the following:

"(6) If an authority pays for the removal or relocation of a utility's facilities as required in subsection (2) of this section, the utility must provide a credit to the accounts of customers that are located within the authority's district. The credit must equal the prorated cost of removing or relocating the facilities."

EFFECT: Requires utilities that are spared the cost of removing or relocating utilities to share the benefit with rate payers.
