EFFECT: Restores to the operating budget base of every higher education institution state general funds cut on the assumption that less tuition would be waived for enrolled college students next biennium, including adult basic education classes. The maximum allowable dollar value of operating fees waived, in the aggregate, is restored to today's rates.
