EFFECT: Increases the poverty weighting factor for the Learning Assistance Program (LAP) allocations. This has two effects in terms of the LAP formula: (1) it increases the overall level of funding for LAP by approximately 13 percent on a school year basis; and (2) it increases the percent of LAP allocations based on poverty from 9 percent to 20 percent. This increases general fund-state appropriations by $7.1 million in fiscal year 2005.
