    Exempts persons engaged in an industry apprenticeship program from the licensing requirement.

Background:


Persons engaged in the commercial practice of cosmetology, barbering, esthetics, or manicuring must be licensed by the Department of Licensing (Department). Individuals who instruct in these professions must also be licensed. Students at cosmetology schools do not need to be licensed.


Cosmetology is the practice of cutting and styling hair and manicuring and esthetics. Barbering is the cutting and styling hair. Esthetics involves skin care of the face, neck, and hands using compresses, massage, or non-abrasive chemical compounds and hair removal. Manicuring is the cleaning, shaping, or polishing of the nails of the hands or feet, and the application and removal of artificial nails.


Summary of Bill:


Persons engaged in an industry apprenticeship program for cosmetology, barbering, esthetics, or manicuring are exempt from the licensing requirement.


Rules Authority: The bill does not address the rule-making powers of the Department.


Appropriation: None.


Fiscal Note: Not requested.


Effective Date: The bill takes effect 90 days after adjournment of session in which bill is passed.
