Background:
Currently, anyone paying registration fees under RCW 46.16.070 (fees based on gross weight) is charged a $3 fee. If a county auditor or subagent processes the registration, the fee is credited to the current county expense fund. If the registration is processed by the Department of Licensing, $2 of the fee is credited to the Multimodal Transportation Account and $1 is credited to the Highway Safety Fund.
In addition, the Department charges a $5 fee for furnishing driver abstracts. This entire fee is deposited into the Highway Safety Fund.
Summary of Bill:
This bill deposits the entire $3 processing fee, if a registration is processed by the Department of Licensing, into the Multimodal Transportation Account. It also deposits 26 percent of the $5 driver abstract fee ($1.30) into the Multimodal Transportation Account.
Appropriation: None.
Fiscal Note: Requested on March 25, 2003.
Effective Date: The bill takes effect on July 1, 2003.
Testimony For: Representative Murray supported the bill and testified that it was needed to implement the proposed budget.
