Background: Cosmetologists in Washington State are required to be licensed. Cosmetology students who are enrolled in a school and perform services within their authorized scope of practice are not required to be licensed.

 

Summary of Bill: Cosmetology students engaged in a registered industry apprenticeship program who perform services within their authorized scope of practice are not required to be licensed.

 

Appropriation: None.

 

Fiscal Note: Not requested.

 

Effective Date: Ninety days after adjournment of session in which bill is passed.

 

Testimony For: There is a lack of qualified cosmetologists. Now it takes six to eight months to get licensed, then another eight to 12 months to adequately train the cosmetologists in the salon. This would allow people to get to paid employment faster, by providing on-the-job training.

 

Testimony Against: When an apprentice finishes the program, they would not qualify to be licensed because the training did not occur in a school. I will work with proponents to draft better language.
