Background: The current flag of the Social Republic of Vietnam is a red flag with a yellow star. The flag of the former South Vietnam is a yellow flag with three horizontal red stripes running the length of the flag.
Summary of Bill: The memorial recognizes that people of former South Vietnam resisted North Vietnam and emigrated to the United States as refugees. Further, the flag of former South Vietnam holds special meaning for the refugees. The memorial prays that the United States recognize the flag of former South Vietnam as the only legitimate flag of the Vietnamese people.
