     AN ACT Relating to energy efficiency; and creating a new section.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

NEW SECTION.  Sec. 1   The legislature intends to establish energy efficiency performance standards for state agencies and local governments and develop a program for capturing the energy savings to lower energy costs.
