TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES,
AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF
REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE
UNITED STATES, IN CONGRESS ASSEMBLED:
We, your Memorialists, the Senate and House of Representatives of
the State of Washington, in legislative session assembled, respectfully
represent and petition as follows:
WHEREAS, Miguel Estrada has been nominated by President George W.
Bush to serve on the United States Circuit Court of Appeals for the
District of Columbia; and
WHEREAS, Miguel Estrada was unanimously rated "well qualified" by
the American Bar Association, the bar's highest rating in evaluating
judicial candidates; and
WHEREAS, Miguel Estrada would be the first Hispanic judge to sit on
the United States Court of Appeals for the District of Columbia
Circuit; and
WHEREAS, Miguel Estrada's nomination has been supported in
bipartisan fashion by Ron Klain, adviser to former Vice President Gore
and Seth Waxman, former Solicitor General under President Bill Clinton;
and
WHEREAS, Miguel Estrada received the highest possible rating of
"outstanding" in every possible category on his performance reviews
during his service in the Office of the Solicitor General; and
WHEREAS, Miguel Estrada has been nominated to a circuit court where
only two-thirds of the existing seats are currently filled;
NOW, THEREFORE, Your Memorialists respectfully pray that the United
States Senate confirm Miguel Estrada to serve as a judge on the United
States Court of Appeals for the District of Columbia.
BE IT RESOLVED, That copies of this Memorial be immediately
transmitted to the Honorable George W. Bush, President of the United
States, the President of the United States Senate, the Speaker of the
House of Representatives, and each member of Congress from the State of
Washington.
