TO THE HONORABLE GEORGE W. BUSH, PRESIDENT OF THE UNITED STATES,
AND TO THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE HOUSE OF
REPRESENTATIVES, AND TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE
UNITED STATES, IN CONGRESS ASSEMBLED, AND TO THE OFFICE OF MANAGEMENT
AND BUDGET, AND TO THE HONORABLE SPENCER ABRAHAM, SECRETARY OF THE
UNITED STATES DEPARTMENT OF ENERGY, AND TO STEVEN WRIGHT, ADMINISTRATOR
OF THE BONNEVILLE POWER ADMINISTRATION, AND TO THE HONORABLE MEMBERS OF
THE BOARDS OF DIRECTORS OF THE CONSUMER-OWNED UTILITIES AND THE
INVESTOR-OWNED UTILITIES SERVED BY THE BONNEVILLE POWER ADMINISTRATION:
We, your Memorialists, the Senate and House of Representatives of
the State of Washington, in legislative session assembled, respectfully
represent and petition as follows:
WHEREAS, Power purchase contracts between the Bonneville Power
Administration and its customers allow the implementation of a Safety
Net Cost Recovery Adjustment Clause (SN CRAC) rate increase in any
fiscal year in which BPA has less than a fifty percent probability of
making its annual treasury payment; and
WHEREAS, The Bonneville Power Administration projects a greater
than eighty percent probability of making the treasury payment in
fiscal year 2004; and
WHEREAS, The Bonneville Power Administration implemented a SN CRAC
rate increase in fiscal year 2004 during an uncertain financial
situation that has since improved considerably; and
WHEREAS, The entire Pacific Northwest region would see significant
economic benefits if the Bonneville Power Administration rolls back to
zero the SN CRAC rate increase for fiscal year 2004;
NOW, THEREFORE, Your Memorialists respectfully pray that the
Bonneville Power Administration roll back to zero the fiscal year 2004
SN CRAC rate increase, so that business, industrial, small farm, and
residential customers throughout the Pacific Northwest region may enjoy
the economic benefits provided by electric rate relief.
BE IT RESOLVED, That copies of this Memorial be immediately
transmitted to the Honorable George W. Bush, President of the United
States, the Office of Management and Budget, the Honorable Spencer
Abraham, Secretary of the United States Department of Energy, Steven
Wright, Administrator of the Bonneville Power Administration, the
honorable members of the Boards of Directors of the consumer-owned
utilities and the investor-owned utilities served by the Bonneville
Power Administration, the President of the United States Senate, the
Speaker of the House of Representatives, and each member of Congress
from the State of Washington.
