Directs the secretary of health to design a state plan for the prevention and management of hepatitis C by July 1, 2004.

Declares that implementation of the plan in this act is subject to the availability of amounts appropriated for the specific purposes of this act. However, to the extent that funding is available from federal, local, private, and other nonstate sources, the department of health may implement the plan, giving priority to items described in this act.
