Finds that railroad crossings of private roads can pose a danger to the property owner on which such crossings are located and to the public at large.

Declares an intent to allocate the cost of placing safety devices at such crossings in an equitable manner according to the benefits that the railroads, the property owners, the local municipalities, and the state enjoy from such safety devices.
