Provides that, in addition to the fees set forth in RCW 46.16.070, there shall be paid and collected annually upon renewal registration, a fee of seventy-five cents for each truck, motor truck, truck tractor, road tractor, tractor, bus, auto stage, or for hire vehicle with seating capacity of more than six, notwithstanding the provisions of RCW 46.16.070.

Requires the additional fee to be deposited as follows: (1) Twenty-five percent into the Puget Sound ferry operations account;

(2) Forty percent into the state patrol highway account for the homeland transportation security surcharge to be used solely for homeland transportation security funding; and

(3) The remainder into the motor vehicle account and may be used for highway security purposes.
