Restricting access to work programs for offenders who pose a threat to minors.

       Provides that offenders convicted of any sex offense or any crime against a minor, or having any other court imposed restriction denying them access to minors, may not participate in any project or program under this act in or near the buildings, grounds, or facilities of schools during hours when minor children are present.

       Provides that no state or local corrections agency may allow an offender to participate in any project or program under this act in or near the buildings, grounds, or facilities of schools during hours when minor children are present unless the agency performed a complete and thorough criminal background check on the offender.

Exempting active military personnel and veterans from hunter education certificate requirements.

       Declares that the hunter education certificate requirements of RCW 77.32.155 do not apply to: (1) All active military personnel permanently stationed at a military installation within the state of Washington; and

       (2) All residents of the state of Washington who have received an honorable discharge or received a discharge for medical reasons with an honorable record from federal military service.

       Requires all persons born after January 1, 1972, when purchasing any hunting license for the first time, and who qualify for the exemption to the hunter education certificate requirements provided by this act, to provide identification or paperwork authenticating their active military service or of their discharge from military service.

        Provides that, if a social security number is included on a certificate of death, it shall be placed in a confidential section of the certificate form and shall not be subject to the view of the public, except that the personal representative of the estate of the deceased or the surviving spouse of the deceased may obtain the confidential section with the certificate and may authorize the release of the confidential section with the certificate.

Creating regional fire protection service authorities.

        Finds that: (1) The ability to respond to emergency situations by many of Washington state's fire protection jurisdictions have not kept up with the state's needs, particularly in urban regions;

        (2) Providing a fire protection service system requires a shared partnership and responsibility between the federal, state, local, and regional governments and the private sector;

        (3) There are efficiencies to be gained by regional fire protection service delivery while retaining local control; and

        (4) Timely development of significant projects can best be achieved through enhanced funding options for regional fire protection service agencies, using already existing tax authority to address fire protection emergency service needs and new authority to address critical fire protection projects and emergency services.

        Provides that, if approved by the majority of the voters within its boundaries voting on the ballot proposition, a regional fire protection service authority may impose a sales and use tax of up to 0.5 percent of the selling price or value of the article used in the case of a use tax. The tax authorized by this act is in addition to the tax authorized by RCW 82.14.030 and must be collected from those persons who are taxable by the state under chapters 82.08 and 82.12 RCW upon the occurrence of any taxable event within the taxing district.

       Declares that the termination, alteration, or refusal of telecommunications services utilized by unlicensed household goods carriers is essential to ensure the public safety and welfare.

       Requires that, by January 1, 2004, the board shall adopt rules governing continuing professional development for land surveyors that are generally patterned after the model rules of the national council of examiners for engineering and surveying.

        (2) Enrollment information on persons registered under this act shall be maintained separately from other enrollment information and shall not be included in official enrollment reports, nor shall such persons be considered in any enrollment statistics that would affect budgetary determinations; and

        (3) Persons registering on a space-available basis shall be charged a registration fee of not less than five dollars.

       Declares that a qualified purpose is one or more of the following, as provided by the qualified entity providing assistance to the low-income wage earner: (1) Postsecondary expenses paid from a family development account directly to an eligible educational institution;

       (2) Qualified acquisition costs with respect to a qualified principal residence for a qualified first-time home buyer, if paid from a family development account directly to the persons to whom the amounts are due;

       (3) Amounts paid from a family development account directly to a business capitalization account which is established in a federally insured financial institution and is restricted to use solely for qualified business capitalization expenses.

       Appropriates the sum of five hundred thousand dollars, or as much thereof as may be necessary, for the fiscal biennium ending June 30, 2005, from the general fund to the department of community, trade, and economic development for the purposes of this act.

        (2) A copy of the applicant's certificate of marriage to the deceased;

        (3) A copy of the deceased veteran's death certificate; and

        (4) A letter from the United States veterans' administration certifying that the death of the veteran meets the requirements of this act.

        Requires the Washington state department of veterans affairs to assist an eligible widow or widower in the preparation and submission of an application and the procurement of necessary substantiating documentation to satisfy the pertinent county assessor's or other designated official's requirements for obtaining the property tax exemption under this act.

       Provides that expenditures from this fund may be used solely for administering the fund and for payment of costs, expenses, and charges incurred in the preparation, initiation, and prosecution of criminal charges for violations of chapters 21.20, 21.30, 19.100, and 19.110 RCW.

       Provides that any person who willfully violates any provision of chapter 21.20 RCW except RCW 21.20.350, or who willfully violates any rule or order under this chapter, or who willfully violates RCW 21.20.350 knowing the statement made to be false or misleading in any material respect, is guilty of a class B felony.

       Provides that any person who knowingly alters, destroys, shreds, mutilates, or conceals a record, document, or other object, or attempts to do so, with the intent to impair the object's integrity or availability for use in an official proceeding under this chapter, shall upon conviction be fined not more than five hundred thousand dollars or imprisoned not more than ten years, or both. The fines paid under this provision shall be deposited into the securities prosecution fund.

       Provides that a person who, in an administrative action by the director, is found to have knowingly or recklessly violated an administrative order issued under RCW 21.20.110 or 21.20.390 shall pay an administrative fine in an amount not to exceed twenty-five thousand dollars for each violation.

       Requires the fines paid under this act to be deposited into the securities prosecution fund.

        Declares that the use of automated traffic safety cameras is subject to the following regulations: (1) The appropriate local legislative authority must first enact an ordinance allowing for their use to detect one or more of the following: Speeding, stoplight, or railroad crossing violations.

        (2) Automated traffic safety cameras may take pictures of the vehicle and vehicle license plate only and only while an infraction is occurring.

        (3) The law enforcement agency having jurisdiction shall plainly mark the locations where an automated traffic safety camera is used by placing signs on street locations that clearly indicate to a driver that he or she is entering a zone where traffic laws are enforced by an automated traffic safety camera.

        (4) A notice of an infraction must be mailed to the registered owner of the vehicle within fourteen days of the infraction occurring.

        (5) A person receiving an automated traffic infraction notice based on evidence detected by an automated traffic safety camera may respond to the notice by mail.

        Requests the Washington state supreme court to amend the Infraction Rules for Courts of Limited Jurisdiction to conform to this act.

       Requires the department to issue optional permits in the form of a decal, label, or other identifier at the request of owners of inherently low-emission vehicles that will entitle the operator of the vehicle to use special lanes as specified in RCW 46.16.165 and 47.52.025, regardless of the number of occupants.

       Directs the department to open these lanes to use by single-occupant inherently low-emission vehicles at times or locations when the addition of these vehicles would not unduly contribute to congestion or impede the flow of traffic. The inherently low-emission vehicle must also display a decal, label, or other identifier issued by the department of licensing under this act authorizing the use of the lanes.

       Requires the department of transportation to work with the Federal Highway Administration to develop a program to allow hybrid vehicles in special lanes provided for in RCW 46.16.165 and 47.52.025, regardless of the number of occupants.

Issuing general obligation bonds.

       Provides that, for the purpose of providing funds to finance the projects described and authorized by the legislature in the capital and operating appropriation acts for the 2003-2005 fiscal biennium, and all costs incidental thereto, the state finance committee is authorized to issue general obligation bonds of the state of Washington in the sum of one billion two hundred seventy-six million dollars, or as much thereof as may be required, to finance these projects and all costs incidental thereto.

       Provides that the proceeds from the sale of the bonds authorized in this act shall be deposited in the state building construction account created by RCW 43.83.020. The proceeds shall be transferred as designated.
