Provides that personally identifying information and location of use information may not be provided together in a form or manner that would facilitate the real-time or near real-time monitoring or tracking of the location or movements of persons using transit passes, transponders, or other fare payment media except when required by a subpoena issued in conjunction with a criminal investigation.

Provides that the suspension or revocation of the regular driver's license shall not be affected by the issuance of an occupational license. The two-year period is to provide an opportunity for the applicant to work in order to satisfy any penalties or other sanctions imposed by the court which are the causes of the suspension or revocation of his or her regular driver's license.

Declares that, upon review by any court, or appellate body, of a determination of the valuation of property for purposes of taxation, when the increase in valuation is two percent or less per year, it shall be presumed that the determination of the public official charged with the duty of establishing this value is correct but this presumption shall not be a defense against any correction indicated by clear, cogent, and convincing evidence. When the increase in valuation is more than two percent per year, it is the burden of the public official charged with the duty of establishing this value to show it is correct.

The department of community, trade, and economic development may review an agency determination that a proposed rule will not have such an impact, and shall advise the joint administrative rules review committee on disputes involving agency determinations under this act.

Provides that, if a resolution is adopted or approved under RCW 36.70A.040(8) removing the county and the cities located within the county from the requirement to plan under this chapter, any claim pending before a board or court that relates to the requirement to plan under this chapter is moot and the claim shall be dismissed.

Declares that a "neighborhood electric vehicle" means a self-propelled, electrically powered four-wheeled motor vehicle whose speed attainable in one mile is more than twenty miles per hour and not more than twenty-five miles per hour and conforms to federal regulations under Title 49 C.F.R. Part 571.500.
Provides that, absent prohibition by local authorities authorized under this act and except as prohibited elsewhere in this act, a person may operate a neighborhood electric vehicle upon a highway of this state having a speed limit of thirty-five miles per hour or less under designated conditions.

Allowing out-of-state licensees to practice commercial real estate.
Provides that an out-of-state broker, for a fee, commission, or other valuable consideration, or in the expectation, or upon the promise of receiving or collecting a fee, commission, or other valuable consideration, may perform those acts that require a license under chapter 18.85 RCW, with respect to commercial real estate, provided that the out-of-state broker does all of the following: (1) Works in cooperation with a Washington real estate broker who holds a valid, active license issued under this chapter;
(2) Enters into a written agreement with the Washington broker that includes the terms of cooperation, oversight by the Washington broker, compensation, and a statement that the out-of-state broker and its agents will agree to adhere to the laws of Washington;
(3) Furnishes the Washington broker with a copy of the out-of-state broker's current license in good standing from any jurisdiction where the out-of-state broker maintains an active real estate license;
(4) Consents to jurisdiction that legal actions arising out of the conduct of the out-of-state broker or its agents may be commenced against the out-of-state broker in the court of proper jurisdiction of any county in Washington where the cause of action arises or where the plaintiff resides;
(5) Includes the name of the Washington broker on all advertising in accordance with RCW 18.85.230(8); and
(6) Deposits all documentation required by this act and records and documents related to the transaction with the Washington broker, for a period of three years after the date the documentation is provided, or the transaction occurred, as appropriate.

Provides that a person may not knowingly, for valuable consideration, purchase or sell human embryonic tissue or human cadaveric fetal tissue for research purposes. A person who violates this provision is guilty of a felony and upon conviction is subject to a fine not to exceed fifty thousand dollars or imprisonment not to exceed five years, or both.
Provides that no person may knowingly engage or assist in the cloning or attempted cloning of a human being.
Declares that the attorney general may bring an action to enjoin any person from violating this provision.
Declares that any person who violates this provision is subject to a civil penalty not to exceed one hundred thousand dollars for each violation.
Declares that nothing in this act shall be construed to restrict areas of biomedical, agricultural, and scientific research not specifically prohibited by this provision, including somatic cell nuclear transfer or other cloning technologies to clone molecules, DNA, cells, and tissues.

Implementing Instant Runoff Voting.
Declares that "instant runoff voting" means a system of voting whereby voters may rank three or more candidates for the same office in order of preference, so that voters may indicate a first choice, a second choice, and so on for as many of the candidates for the office as they wish, up to the maximum number of choices allowed.
Provides that, in general, instant runoff counting proceeds in the following manner: First by counting all votes. If a candidate receives a majority of votes he or she is elected. If no candidate receives a majority on the first or any subsequent stage then the last place candidate at each stage is eliminated. The next choices on ballots for an eliminated candidate become votes for the candidates indicated in those choices, and this process continues until all but one candidate has been eliminated.

Directs the state board of education to develop or adopt, and make available to schools, one or more model programs for youth financial education. A program under this act shall be designed to incorporate financial education throughout the curriculum for grades kindergarten through twelve and shall be based on the concept of achieving financial literacy through the teaching of personal financial management skills and the basic principles involved with earning, spending, saving, and investing.
Directs the state board of education to establish a pilot program authorizing and assisting up to five local school districts in the implementation of programs on teaching personal financial literacy. The purpose of the pilot program is to determine the best methods of equipping students with the knowledge and skills they need, before they become self-supporting, to make critical decisions regarding their personal finances. The components of personal financial literacy covered in the pilot program shall include, at a minimum, consumer financial education, personal finance, and personal credit.

Provides that a person may not knowingly, for valuable consideration, purchase or sell human embryonic tissue or human cadaveric fetal tissue for research purposes. A person who violates this provision is guilty of a felony and upon conviction is subject to a fine not to exceed fifty thousand dollars or imprisonment not to exceed five years, or both.
Provides that no person may knowingly engage or assist in the cloning or attempted cloning of a human being.
Declares that the attorney general may bring an action to enjoin any person from violating this provision.
Declares that any person who violates this provision is subject to a civil penalty not to exceed one hundred thousand dollars for each violation.
Declares that nothing in this act shall be construed to restrict areas of biomedical, agricultural, and scientific research not specifically prohibited by this provision, including somatic cell nuclear transfer or other cloning technologies to clone molecules, DNA, cells, and tissues.

Authorizes the department to open these lanes to use by single-occupant inherently low-emission vehicles at times or locations when the addition of these vehicles would not unduly contribute to congestion or impede the flow of traffic. The inherently low-emission vehicle must also display a decal, label, or other identifier issued by the department of licensing under this act authorizing the use of the lanes.
Requires the department of transportation to conduct a study on how any existing high-occupancy toll lane program or value pricing pilot program may be expanded to include vehicles whose combined city and highway average gasoline mileage is at least twice the national average for passenger cars, as that figure is determined by the United States Environmental Protection Agency, if such vehicles were to receive a fee waiver or discount. The department shall report its findings to the legislature by January 1, 2004, or at the conclusion of the department's study of high-occupancy toll lanes under the United States federal highway's value pricing pilot program, whichever occurs first.

Authorizing additional tools for investigation of potential acts of terrorism.
Authorizes the attorney general or a prosecuting attorney to request that a superior court issue an order providing a law enforcement agency, responsible for investigating potential acts of terrorism, with authority to intercept a wire, oral, or electronic communication. The superior court may enter the order if it finds that: (1) There is probable cause for belief that a person is committing, has committed, or is about to commit an act of terrorism;
(2) There is probable cause for belief that a particular communication concerning the offense will be obtained through the interception;
(3) If the interception is to occur at a fixed location, there is probable cause for belief that the place where the wire or electronic communication is to be intercepted is being used or is about to be used in connection with the commission of the act of terrorism; and
(4) Normal investigative procedures have been tried and have failed or reasonably appear to be unlikely to succeed if tried or to be too dangerous.
Provides that the interception cannot exceed thirty days. Upon termination of the interception, any recordings made in connection with the interception shall be presented to the court and sealed under the court's direction.
