Issuing general obligation bonds.
(DIGEST OF PROPOSED 1ST SUBSTITUTE)
Provides that, for the purpose of providing funds to finance the projects described and authorized by the legislature in the capital and operating appropriation acts for the 2003-2005 fiscal biennium, and all costs incidental thereto, the state finance committee is authorized to issue general obligation bonds of the state of Washington in the sum of nine hundred eighty-six million dollars, or as much thereof as may be required, to finance these projects and all costs incidental thereto.
Provides that the proceeds from the sale of the bonds authorized in this act shall be deposited in the state building construction account created by RCW 43.83.020. The proceeds shall be transferred as designated.

Concerning the treatment of income and resources for institutionalized persons receiving medical assistance.
(DIGEST OF PROPOSED 1ST SUBSTITUTE)
Provides that, for persons institutionalized on or after July 1, 2003, the department, in the interest of supporting the community spouse, shall allow up to a maximum of forty thousand dollars in resources for the community spouse. For the fiscal biennium beginning July 1, 2005, and each fiscal biennium thereafter, the maximum resource allowance amount for the community spouse shall be adjusted for economic trends and conditions by increasing the amount allowable by the consumer price index as published by the federal bureau of labor statistics. However, in no case shall the amount allowable exceed the maximum resource allowance permissible under the social security act.

Concerning services for persons with developmental disabilities.
(DIGEST OF PROPOSED 1ST SUBSTITUTE)
Recognizes that the primary resource for long-term support continues to be family. However, family caregivers are increasingly employed outside the home. In addition, many families continue to support their sons and daughters when they are no longer legally obligated to do so.
Finds that supporting caregivers in a collaborative fashion can keep families together, prevent out-of-home placements, and leverage public and private support for people with a developmental disability.
Finds the delivery of services to persons with developmental disabilities should be prioritized based upon an individual needs assessment. Limited state resources should be allocated in a manner that complements and supports the use of individual family and natural supports, enabling the individual to be independent and not reliant upon institutional or residential care services until such time as these services are required in order to reasonably assure the health and safety of the individual.
Declares an intent that the provisions of this act shall be applied to individuals currently and prospectively receiving services under Title 71A RCW. The immediate implementation of this act is necessary for the support of state government and its institutions and programs.
