Concerning hearing loss claims.

       Revises provisions relating to hearing loss due to occupational noise exposure, but only with respect to requiring claim filing within two years after retirement, requiring consideration of emerging hearing device technologies, and establishing permanent partial disability compensation at seventy-five percent of the monetary value of such disability.

Changing the transportation project list.

       Funds a highway construction project on state route no. 28 in Douglas county and deletes a highway construction project at the state route no. 2/97 interchange by changing the date of the Legislative 2003 Transportation Project List -- New Law report.

Concerning utility relocation costs.ist.

       Provides that, if an authority has a reimbursement agreement with a private utility provider for the costs associated with the relocation of utility facilities impacted by the construction, alteration, repair, or improvement of a regional transportation system, the authority shall make available substantially similar terms and conditions to all similarly impacted utilities.

       Provides that, beginning July 1, 2008, if utility facilities must be relocated as a result of the construction, alteration, repair, or improvement of a rail fixed guideway system as defined in RCW 81.104.015, the costs of the relocation must be included in the costs of the system and paid by the authority. However, any additional costs associated with the upgrade of any existing utility facility that the utility elects to undertake must be paid by the utility.

Ensuring deployment of personal wireless service facilities.

       Declares that personal wireless service is a critical part of the state's infrastructure. The rapid deployment of personal wireless service facilities is critical to ensure public safety, network access, quality of service, and rural economic development.

        Provides that, it is, therefore, the declared policy of this state to limit access to the highway facilities of this state in the interest of highway safety and for the preservation of the investment of the public in such facilities, and to assure that the use of rights of way of limited access facilities accommodate the deployment of personal wireless service facilities consistent with these interests.

Regarding unemployment insurance.reless service facilities.

        Finds that the unemployment insurance system must continue to fulfill its fundamental purposes of providing workers with partial wage replacement when they are unemployed through no fault of their own, and providing communities with economic stability to counter the effects of an economic downturn.

        Finds that the system should be modified to eliminate certain inequities in the unemployment insurance system and that changes should make the system more fair, predictable, and stable.
