Limits the rule-making authority of certain entities to those instances where there is a specific grant of legislative authority.

Provides that, upon issuance of a proclamation of an emergency by the governor as authorized by RCW 43.06.210, nothing in this act shall prohibit an agency from adopting emergency rules to address circumstances affecting life, health, property or the public peace addressed in the emergency proclamation.
