Provides that, in addition to other fees and taxes required under chapter 70.94 RCW, registered owners of motor vehicles as defined in RCW 46.04.320 shall annually, upon renewal, pay a clean air fee of two dollars. Eighty-seven and one-half percent of the proceeds from the clean air fee must be deposited in a segregated subaccount of the air pollution control account created in RCW 70.94.015, and twelve and one-half percent of the proceeds from the clean air fee must be deposited in the vessel response account established in this act.
