   On page 1, line 11, after "license." insert "The department must provide reasonable opportunities for a licensee to submit information both on paper and to a live operator prior to the reporting deadline, mail reminder notifications to licensees prior to the reporting deadline, and display the reporting requirements and compliance options clearly on the front cover of all big game hunting publications printed by the department."

   On page 1, line 17, after "taking of" insert ", or effort to harvest,"

   On page 2, line 2, after "legislature" strike "one year after the implementation of the provisions authorized in this act" and insert "by December 31, 2008"

EFFECT: Reduces from $50 to $10 the amount of the penalty that the Department of Fish and Wildlife can charge for failure to submit a harvest effort report, sets December 31, 2009 as the last date that the Department of Fish and Wildlife can assess a administrative penalty for failure to submit a harvest effort report, requires the Department of Fish and Wildlife to provide reporting opportunities both in paper and to a live operator, requires reminders of reporting duties to be mailed, requires the requirements to be published on the cover of the hunting pamphlet, and sets the due date for the report one year before the authority to assess an administrative penalty sunsets.
