On page 7, after line 18 of the amendment, insert the following:

"NEW SECTION. Sec. 14 The department of ecology shall establish by January 1, 2007, a state-funded program for identifying, evaluating, and certifying "technically feasible" and "safer alternative" flame retardants for use in manufacturing commercial or consumer goods, or for any goods or products sold in the state of Washington, and for any new constructed buildings in the state of Washington."

Renumber the remaining section consecutively.

EFFECT: Requires the Department of Ecology to establish a program for identifying, evaluating, and certifying technically feasible and safer alternative fire retardants.
