   On page 5, after line 34, insert:

   "NEW SECTION. Sec. 6 Section 2 of this act applies to vessel registration fees that are due or become due on or after August 1, 2005."

   Correct the title.

EFFECT: The $3 fee increase will apply to vessels registering or renewing their registration on or after August 1, 2005.
