   On page 1, line 15 after "public property" insert ", because the private use of former waterway district lands without administrative oversight authority by a public owner is clearly not in the best interest of the public or of taxpayers"

   On page 2, line 8 after "January 1, 2005;" delete "and"

   On page 2, line 12 after "waterway" insert "; and (6) estimated tax revenues lost to the state and to local governments from the failure of private users to pay leasehold taxes for their use of public waterway lands"

EFFECT: Provides that because private use of former waterway district lands without administrative oversight by a public owner is clearly not in the best interest of the public or taxpayers, port district management of the property must be conducted so as to maintain economic vitality, protect the environment, and preserve the public interest in the property. Requires that the report to be prepared by the port also include information with respect to the estimated tax revenues lost to state and local governments from the failure of private users to pay leasehold taxes for their use of public waterway lands.
