   On page 1, after line 8, insert:

   "This section does not apply to rules, regulations, codes, statutes, or ordinances adopted by cities, counties, municipalities, or local agencies prior to the effective date of this section."

   On page 1, after line 12, insert:

   "NEW SECTION. Sec. 3. Section 1 of this act takes effect January 1, 2011."

Correct the title.

EFFECT: Limits the language preempting local laws so that it only applies to laws enacted on or after January 1, 2011.
