   On page 2, after line 7, insert "

   (5) The department shall study the retailing of carbonated beverages produced using syrup and estimate the number of retailing establishments that provide free refills of carbonated beverages. The department shall report to the legislature by December 1, 2006."

EFFECT: Requires the Department of Revenue to estimate the number of retailing establishments providing free refills.
