   Beginning on page 1, line 25, strike all of section 2 and insert:

   "NEW SECTION. Sec. 2. A new section is added to chapter 70.95L RCW to read as follows:

   The department of ecology shall study the increasing use of phosphates in foods as a preservative and the resulting impact on commercial and household phosphorous discharge levels in wastewater. By December 1, 2008, the department shall convey study results to the appropriate legislative committees, including recommendations on the need to regulate such practices."
