"NEW SECTION.  Sec. 1   A new section is added to chapter 6.13 RCW to read as follows:
     (1) A joint select committee on the homestead exemption is created and shall consist of the following members:
     (a) One member from each of the two largest caucuses of the senate, appointed by the president of the senate;
     (b) One member from each of the two largest caucuses of the house of representatives, appointed by the speaker of the house of representatives;
     (c) One member of the Washington collectors association;
     (d) One member who assists persons in debt relief, appointed by the governor; and
     (e) A representative of the Washington state bar association.
     (2) The committee shall review and analyze how to collect health care services debt under the homestead exemption under RCW 6.13.030.
     (3) The committee shall also review and analyze the appropriateness of increasing the level of the homestead exemption under RCW 6.13.030 and the effect an increase would have on creditors and debtors.
     (4) Staff support shall be provided by senate committee services and the house of representatives office of program research.
     (5) Legislative members of the committee shall be reimbursed for travel expenses in accordance with RCW 44.04.120.
     (6) The committee shall report its findings and recommendations to the governor and the appropriate committees of the legislature by December 31, 2006.
     (7) This section expires June 30, 2007."
