On page 4, line 16, after "2006," insert "subject to approval by the higher education coordinating board,"

     On page 5, after line 9, insert the following:
     "Starting in 2006, subject to approval by the higher education coordinating board, Washington State University Tri-Cities may also offer targeted programs for freshmen and sophomores that create additional baccalaureate pathways for students who meet the university's admission criteria. These programs shall supplement and not duplicate existing two plus two programs with community colleges."
