Background: The International Registration Plan (IRP) is an interstate compact that allows commercial vehicles to register in one state and legally operate in all 48 contiguous U.S. states and the Canadian provinces. The company registers their fleet in their "base" state, the state where their business resides. The base state issues a certificate of registration and prorates and distributes the registration fees for all states and Canadian provinces in which the vehicles travel. Since these statutes were last updated, there have been a number of changes to this program at the federal level.

Summary of Bill: References to the Western Compact are replaced with the IRP. Language regarding the calculation of mileage estimates is removed. References to the proportional registration of trailers is removed. References to the assessment of a transaction fee for foreign- based vehicles is removed.

References to RCW 82.44.110 is removed as it has been repealed.
