Declares that aquatic rehabilitation zones may be designated by the legislature for areas whose surrounding marine or fresh water bodies pose serious environmental or public health concerns.
Establishes aquatic rehabilitation zone one. Aquatic rehabilitation zone one includes all watersheds that drain to Hood Canal south of a line projected from Tala Point in Jefferson county to Foulweather Bluff in Kitsap county.
Provides that sewer service may be extended to the rural area to serve existing development in the watershed of Hood Canal. "Existing development" refers not only to structures that have already been built on the effective date of this act but also development for which a building permit has already been issued. Sewer service may also be extended to such rural area if other government services are financially supportable at rural densities and that such services do not otherwise permit urban development.
