   On page 6, line 31, after "Sec. 11." insert "(1)"

   On page 6, at the end of line 34, insert the following:

   "(2) If any provision of this act is found to be in conflict with federal law or regulations, the conflicting provision of this act is declared to be inoperative solely to the extent of the conflict, and that finding or determination shall not affect the operation of the remainder of this act."

EFFECT: Specifies that if any part of this bill conflicts with federal law or regulations, the conflicting part is declared inoperative.
