   On page 2, after line 8, insert the following:

   "(3) This section does not apply to a city or town that provides electric, natural gas, water, or sewer services to less than ten thousand retail customer accounts."

   On page 2, after line 27, insert the following:

   "(3) This section does not apply to a city or town that provides sewer services to less than ten thousand retail customer accounts."

   On page 3, after line 10, insert the following:

   "(3) This section does not apply to a city or town that provides electric, natural gas, water or sewer services to less than ten thousand retail customer accounts."

   On page 3, after line 29, insert the following:

   "(3) This section does not apply to a county that operates a sewer or water system with less than ten thousand retail customer accounts."

   On page 4, after line 13, insert the following:

   "(3) This section does not apply to a public utility district that provides electric, water, or sewer services to less than ten thousand retail customer accounts."

On page 4, after line 32, insert the following:

   "(3) This section does not apply to a district that operates a sewer or water system with less than ten thousand retail customer accounts."

   On page 5, after line 16, insert the following:

   "(3) This section does not apply to a gas company, electric company, or water company that provides gas, electric, or water services to less than ten thousand retail customer accounts."

On page 6, after line 1, insert the following:

   "(3) This section does not apply to a telecommunication company that provides telecommunications services to less than ten thousand retail customer accounts."

EFFECT: Exempts cities, towns, counties, public utility districts, districts, gas companies, electric companies, water companies and telecommunications companies providing or operating electric, gas, water, sewer, and telecommunications services to less than ten thousand retail customers from making available a billing system capable of accepting electronic payments.
