   On page 1, line 18 of the amendment, after "(2)" insert the following: "Special fuel licensees under chapter 82.38 RCW, other than international fuel tax agreement licensees, dyed special fuel users, and special fuel distributors, shall not use biodiesel fuel derived from energy produced from a coal generating facility.

   (3)"

EFFECT: Prohibits the use of biodiesel fuel derived from energy produced from a coal generating facility in satisfying the biodiesel fuel requirement established in RCW 19.112.110.
